The big USPS postmark rule change in late 2025, effective Dec 24, 2025, means mail is postmarked when first sorted at regional hubs, not when dropped off, impacting NYS deadlines for taxes, ballots, and bills; you must now mail critical items days early or get a hand-stamped postmark in-person at a post office counter for proof, as blue box drops might show a later date due to processing delays.
What Changed?
  • Old Rule: Postmark generally reflected the date you handed it to the USPS (mailbox or counter).
  • New Rule (Dec 24, 2025): The postmark date is when mail first hits an automated sorting machine at a processing center, which can be hours or days later.
Who's Affected in NYS?
  • Tax Filers: Dropping off returns on April 15th could result in an April 16th or later postmark, risking IRS penalties.
  • Voters: Mail-in ballots dropped on Election Day might be postmarked later, invalidating the vote.
  • Renters & Bill Payers: Rent or bill payments due on the last day of the month could be marked late, incurring fees.
How to Protect Yourself (Solutions):
  • Mail Early: Send time-sensitive items several days before the actual deadline.
  • Get a Manual Postmark: Go inside the Post Office on the deadline day and ask for a free, hand-applied local postmark.
  • Use Certified/Registered Mail: These services provide receipts and proof of mailing.
  • Certificate of Mailing: Get one at the counter for proof of submission (doesn't offer tracking).
Why the Change?
  • Part of the USPS "Delivering For America" plan to modernize and consolidate operations, reducing transportation trips to processing centers
