​BIO:  Heather is married and has four children.  They have resided in the Town of Stockholm for most of their lives.  

​Heather has worked for the town since 1996 beginning as a bookkeeper/Deputy Supervisor.  In 2000; she added the job of court clerk.  She was also a Deputy Town Clerk on and off and became the Town Clerk in 2015.  She also is the Tax Collector and remains as a court clerk.  

The Town Clerk is an elected position in the Town of Stockholm. There is no state law requiring an elected town clerk to keep particular office hours. The State Comptroller's Office has determined that an elected Town Clerk is not subject to the Town's leave policies.

My office hours are posted below.  I'm usually in the office early mornings and stay later in the afternoon.  I work weekend days when I need to catch up.  I am a salaried employee and DO NOT get paid any overtime,  comp pay or offered health insurance benefits.


Hours:
Labor Day to Memorial Day: Monday-Thursday from 8:00 a.m. – 4:00 p.m. Closed daily from noon to 1 for lunch.

​Memorial Day to Labor Day: Monday-Thursday from 9:00 a.m. - 4:00 p.m. Closed daily from noon to 1 for lunch.

  • Records Management Officer - The Town Clerk is the custodian of all town records and is responsible for retrieval and disposition of all records created by any department within the town.
  • FOIL requests are done through the Town Supervisor (Beginning 12/9/2025) via email  at [email protected] or mailed to the Municipal Building at 540 State Highway 11C, Winthrop, NY 13697 - a requst for one record (only records can be FOILED, not questions).  Please see the attached policy adopted June 9, 2026 - FOIL POLICY

  • ALL DOGS IN NYS ARE REQUIRED TO BE LICENSED IN THE TOWNSHIP YOU RESIDE IN. 
  • Dog licenses & renewals 
    • Dog license $7.50 if spayed/neutered, $15.50 if not spayed/neutered. Dog licenses are required for dogs four months of age or as soon as first rabies shot and harbored more than 30 days in the town.
    • Dogs are required to be on a leash or under the owner's control at all times while outside.
    • IF YOU ARE UNSURE WHERE TO LICENSE - PLEASE GO TO www.taxlookup.net TO MAKE SURE YOU ARE LICENSING IN THE CORRECT TOWN!
    • Stockholm has MAILING addresses for Winthrop, West Stockholm, Potsdam, Norwood, Norfolk, & Brasher Falls.  Stockholm is one of the largest (size wise) townships in the County.  Or you may call the Town Clerk's office to verify.
  • Hunting and fishing licenses
  • Marriage licenses & certificates  - Documents the couple will need in order to obtain a marriage license - MUST BE 18 years or older to get married in NYS.
    • Must provide a certified copy of birth certificate 
    • A certification of a birth issued by a state department of health, a local registrar of vital statistics
    • A Baptismal record 
    • A court record or any other document or record issued by a governmental entity, showing the date of birth 
    • Passport 
    • Driver's license 
    • Government issued identification that contains a photograph (and signature) of the applicant 
    • Naturalization record (needed a birth record to get naturalization papers) 
    • Information regarding previous marriages must be furnished in the appication for a marriage license - including whether the former spouse (s) are living and whether the applicats are divorced: if so when, where and against whom the divorce(s) were granted.  
  • Marriage license $40.00;  24 hour waiting period; the license is good for 60 days. 
  • Certified Copies of marriage licenses are $10.00/each
  • Filing of birth certificates certificates (click here for form)​ -must be filed within one year of birth; if after a year old, must file with NYS.

  • Burial permits - must be filed with the Town Clerk's office if decedent passed within Town limits and/or they are buried in one of the cemeteries within Town limits.

​​A Dog Census letter has gone out in the mail to all residents in the Town of Stockholm as directed by the Town Board.  We ask that the form be filled out indicating whether you have a dog or not and send it back in.  We will not accept phone calls telling us you don't have a dog.

​DEPARTMENT OF CONSERVATION CHANGES - 2024-2025 

Beginning with the 2024-25 hunting license year, DEC is transitioning from special license stock (Valeron) to plain paper licenses and tags.

 
WHY ARE THEY CHANGING?? - DEC, like other state conservation agencies around the country, has experienced difficulties acquiring Valeron stock due to supply chain issues and increased costs. Over the last few years, many states such as Ohio, Oregon, New Hampshire, and Virginia, have successfully shifted to plain paper and digital licenses and tags, providing a good framework to guide our transition.

Additionally, using plain paper rather than Valeron reduces the agency’s carbon footprint and modernizes the way sporting licenses are fulfilled and utilized afield. This transition will allow easier and quicker access to recreational activities as hunters, trappers, and anglers will be able to print their licenses and tags at home.

Q: If the new tags are plain paper and not weather resistant, won’t they get damaged when afield hunting?    

A: It is the hunter’s responsibility to protect their license and tags. Carcass tags must still be filled out, dated, signed, and attached to the animal as required by regulation. DEC suggests storing licenses and tags in a waterproof bag or container while hunting and placing the completed carcass tag in a zip-top bag or other reusable waterproof protector and securely fastening it to the deer, bear, or turkey to ensure the tag remains protected and legible.

Tags do not have to be attached to the carcass while it is being dragged or physically carried from the field but must be attached as soon as it is taken to a home, camp, or point where transportation is available.

Q: What should hunters, trappers, or anglers do if they lose their license or tags or if the paper gets destroyed? 

A: Hunters, trappers, and anglers may obtain plain paper replacements of their licenses and tags from an in-person license sales agent, though replacement fees will apply. Alternatively, they may reprint the licenses and tags from their online account or from the PDF included in the email associated with their original license purchase. Also, hunters, trappers, and anglers may use the HuntFishNY app as an electronic copy of their license. Anglers may also provide their 12-digit DEC ID number.

Q: What can hunters, trappers, and anglers show to an Environmental Conservation Police Officer (ECO) as a proof of licensure when afield?   

A: Hunters and trappers will have the option of carrying a plain paper copy of their license, or an electronic copy of their license in the free HuntFishNY mobile app. In addition to the paper copy of their license and the electronic license in the HuntFishNY app, anglers can also provide an officer with their 12-digit, DEC ID number. Currently, the only option for backtags and carcass tags is plain paper. 

Q: Will backtags be printed on plain white paper?

A: Yes, however, backtags will be printed in grayscale, so will not appear white when displayed in a backtag holder.

 In addition, licenses and tags can be printed on colored paper or hunters may use a highlighting marker to change the color of their backtag, though the backtag numbers must still be legible. Hunters should avoid using red- or blue-colored paper or markers.
